Cambodia launches tourism documents to combat human trafficking

The Cambodian Ministry of Tourism has launched documents to promote child-safe tourism to help prevent trafficking of women and children for labor and sexual exploitation in the industry, local media said on Tuesday.

The documents, which consist of a training manual, implementation principles and a strategic plan for policy-makers, are part of the ministry's ongoing efforts to fight child sex tourism, said Hor Sarun, deputy director general of administration and finance at the ministry, at the launching ceremony held here on Monday and presided over by Tourism Minister Thong Khon.

The strategies require owners of hotels, guesthouses, and other establishments to inform tourism police or relevant officials of any suspicious activities, he said.

The plan to promote policies on child-safe tourism was designed with technical and financial support from the International Labor Organization (ILO).

Philip Setkao, president of the Cambodian Hotel Association and general manager of Borei Angkor Hotel in Siem Reap, expressed his support for the initiative introduced by the ministry.

"It's good for awareness that (child sex tourism) is not the business that the country wants," he said.

Thong Khon said that the police and tourism officials are expected to use experience and knowledge obtained from the documents to prevent and reduce trafficking in children and women for labor or sexual exploitation.

Homosexuality is legal in Cambodia. At present there is no provisions on age of consent in the Criminal law.

In February 2004, the issue of gay rights in Cambodia was discussed by then King-Father Norodom Sihanouk. King Sihanouk wrote on his web site he was impressed by marriage of same-sex partners in San Francisco, and that if his people wished for gay marriage to be legalized in Cambodia, he would do so.

2004 was also the year when the first LGBT Pride Parade was held in the country.

King Sihanouk also stated that he believed that God views homosexuals, as well as transvestites, as equal because "[God loves] wide range of tastes". However, as this view is not widely accepted in Cambodia and King Sihanouk was a constitutional monarch and had no executive powers, no marriage laws have been enacted.

For three days from today, Cambodian people celebrate New Year's Day. People believe that a heavenly maiden of the New Year comes down to the ground at noon, so they arrange ornaments for the maiden by the front door of each houses.

Spots that the maiden ought to come down are decorated with ornaments made of trunks of banana trees, incense sticks, candles, and flowers.

People also place flowers and fruits around it. Since yesterday, the elder women living in the institute have been busy with the preparation, and they go to the market to buy materials for the ornaments in this morning.

They usually buy a bunch of banana for 500 riels, but today they have to pay double the price. Although people already know the raising price owing to the New Year’s Day, they go to buy the materials on this particular day at Cambodia.

In addition to the decoration for New Year’s Day, people display the ornament, which is in the shape of stars attached colored lights, and in some cases it is bigger than one meter. This decoration creates an atmosphere such as Christmas night.

This is a 1200 hectares zoo and wildlife rescue centre located 30 kilometres southeast of Phnom Penh in Tro Pang Sap village, Tro Pang Sap commune, Ba Ti district, Takeo province Cambodia.

The zoo itself covers 80 hectares, the remainder has been reserved for its future extension and development.

The sanctuary is continually undergoing improvements and strives to provide suitable habits for its larger animals.

It was set up to preserve and rescue rare and endangered local wildlife. Some rare species housed here, including tigers, leopards, a lion and several species of exotic birds. At least two dozen of the species found here are endangered.

The majority of confiscated or donated animals are unable, due to a variety of reasons, to be released in the wild and are therefore housed at the Phnom Tamao Wildlife Rescue Centre (PTWRC).

The hope is that these animals will contribute to the gene pool in future wildlife rehabilitation programs.

In at least five years, more likely ten years from now, Preah Vihear province is going to be one of Cambodia major tourist destinations.

Today, it remains one of Cambodia most sparsely populated provinces, home to jungles and scrub forest, and a small, dusty provincial capital that is but a mere village.

But Preah Vihear also happens to have three major temple sites. Until recent years, the three main sites (Preah Vihear, Koh Ker, and Preah Khan aka Bakan) were accessible only to the most hardy and determined of travelers. But roads have been built, mines removed, and jungle cleared.

Preah Vihear is bordered by Stung Treng to the east, Kompong Thom to the south, Siem Reap to the southwest, Oddar Meanchey to the northwest, and Thailand to the north.

Access to the province is by road only and at present there are only two decent roads into the province, from the west via Oddar Meanchey province and from the south from Kompong Thom. There is a road to Stung Treng, which in the dry season is rather easy on a motorbike, but is otherwise not a viable route to take.

The festival always takes place around the full moon in November. Each boat is paddled by 40 rowers and decorated with incredible care and attention.

On the first day, eyes are painted onto the prows, and more than 100 boats assemble on the Mekong. The rowers are kept in time by a skipper who beats out the rhythm using a ceremonial paddle. The boats traditionally carry "fools", who keep the onlookers amused with satirical jokes. Then for three days, the canoes race against each other in pairs until a final winner is declared.

As the sun sets on the last day of the festival, the grand finale makes this one of the greatest spectacles the world can offer. All the boats line up on the Mekong and the most beautifully decorated vessel then sails calmly out alone into the centre of the river where it performs the "cutting of the string" ceremony. Only when this has been completed can the people be sure they have dutifully honoured the mighty Mekong and ensured that the floods are over for the year.

The Water Festival Cambodia in Asia takes place each year in October or November, at the time of the full moon, and is the most extravagant and exuberant festival in the Khmer calendar, outdoing even the new year celebrations.

The Water Festival in Cambodia also marks the start of the fishing season and the reversal of the current in the Tonle Sap river. This in itself is a spectacle to behold. At the height of the rainy season, the Mekong river flows with such an incredible power that water is forced back up into the adjoining Tonle Sap river, causing it to reverse its current and begin flowing northward into the Tonle Sap Lake. When the water levels begin to subside, the current reverses to its normal direction once again.

This is when the festival takes place and also when vast quantities of fish are ushered back into the Mekong as the water empties from the lake. For the tourists that come to witness the spectacle this is an exhilarating experience, while for local people it is also traditionally a time of thanksgiving to the river for providing the country with fertile land and abundant fish.

There are plenty of festivities throughout the three-day celebration to keep visitors entertained. At night the sky is lit with fireworks and the boats are illuminated as they cruise the water in a beautiful display. Visitors can sample traditional food, music and dance, while crafts, games and activities keep the entire family busy.

The dates of the festival are not easy to predict as they rely on the vagaries of the moon. We have been as accurate as we can but it would be wise to contact the tourist authority if you want to ensure that you don't miss this stunning event.

PHNOM PENH, Aug 12 (Reuters) - Cambodia has suffered its second outbreak of bird flu this year in the same province where the H5N1 virus killed a boy in April, officials said on Saturday.

The virus was confirmed in more than 1,300 ducks that died in Prey Veng province, 70 km (45 miles) southeast of Phnom Penh in Asia but there were no immediate reports of human infections, they said. "Yes, bird flu is back," senior Agriculture Ministry official Nou Muth said. "We have announced this outbreak to alert villagers not to handle dead poultry."

Most of the more than 130 people killed by the H5N1 virus, including six in Cambodia, have contracted the disease through close proximity to infected birds. The virus has not yet shown the ability to mutate into a form that could pass easily between humans, causing a pandemic that might kill millions of people.

But experts fear it might, especially in a poor country like Cambodia, which is recovering from 30 years of civil war and where health surveillance systems are rudimentary at best. "Bird flu is still the hot issue for us. We are still worrying that villagers in the affected are might have been selling their chickens or ducks to others secretly," Nou Muth said.

Several hundred domestic ducks, which can carry the H5N1 virus without necessarily showing symptoms, had been culled in within 3 km (2 miles) of the outbreak, agriculture official Yim Vanthan said.

Neighbouring Thailand reported its first outbreak of the virus in eight months in July and reinvigorated a campaign to suppress it. Laos, which also has a long border with Cambodia, also reported an outbreak last month.

1 Package 25 pieces (11 oz) spring roll shells
1/2 Cup water
1 Tablespoon cornstarch.
6 Cups cooking oil for deep fry spring roll

Method

1. Put shredded taro root and carrot in a large bowl. Mix and use your palms to squeezes out all the liquid. Add tofu, onion, and garlic with taro and carrot. Mix well. Season with sugar, soy sauce and black pepper. Set aside. Mix water with cornstarch in a small bowl. Set aside.

2. Gently separate the spring roll shells. Lay one sheet flat on a cutting board or plate, fill 1/3 of the shell with the mixed vegetables.

3. Wrap the vegetable filling in spring roll shell, roll it tight and seal the end with cornstarch water.

4. Heat 6 cups of cooking oil on high temperature. When hot, lower the temperature to medium. Turn spring rolls frequently and deep fry till golden brown.

Angkor Wat Cambodia is the highest achievement of Khmer temple architecture, and is today the "flagship" of the temples at Angkor Cambodia. The temple is a huge pyramid structure. The compound at Angkor Wat Cambodia covers an area of 1,500 by 1,300 m (4,920 by 4,265 ft) and is surrounded by a vast moat 180 m (590 ft) wide. Along the causeway leading to the enormous entrance gate are balustrades shaped as giant serpents, which are believed to represent emblems of cosmic fertility.

The Angkor Wat temple consists of a towering complex of terraces and small buildings that are arranged in a series of three diminishing stories and surmounted by five towers. The roofed and unroofed structures are covered with bands of finely carved stone sculptures.

The walls are covered with carved reliefs that illustrate Hindu mythology, principally scenes relating to the god Vishnu, to whom the temple was dedicated. The "mass of bas-relief carving is of the highest quality and the most beautifully executed in Angkor Cambodia." All the temple mountains of Angkor Cambodia were filled with three-dimensional images and every inch of the walls are covered by sculptures.

In the beginning of AD1200, the Angkor and the Khmer empire started to decline. When jayavarman VII died, the Thai Empire in the West emerged as a major power in the region. The Thai capital was moved to Ayudhya, near Angkor Cambodia, and obviously threatened the Cambodian kingdom. In AD1389 the Thais attacked Angkor, and the city fell into the hands of the Thais. The 15th-century conquest of the Khmer kingdom by the Thais resulted (1431) in the final abandonment of Angkor Cambodia. The city was deserted and the capital was moved to Eastward to the region of the present capital Phnom Penh Cambodia.

Miraculously, very little damage has been made on the Angkor region as a result of the bloody civil that has terrorized the Cambodia for over 30 years. The Khmer Rouge, an extreme-left organization has actively organized guerrilla activities against Prince Sihanouk's government. In 1975, many Buddhist monks who lived in the Angkor temples were massacred along with the majority of the Buddhist population as a result of a "social reorganization".

However, Angkor Wat Cambodia suffered very little structural damage in that attack. Today, archeologists from all over the world are actively involved in the restoration process of the temples. The history of Angkor Wat Cambodia dates back to the kingdom of Funan. This kingdom was established by an Indian Brahmin, and in AD200, the country was peacefully settled by Indian traders. Four hundred years later, the kingdom had become a prosperous trading region. As the area was located on the Pilgrim rout between China and India, Hinduism and Chinese Buddhism was adopted by the new settlers.

The Indian and Chinese influence can still be felt in Cambodia, and the temples of Angkor Wat Cambodia closely resembles Hindu and Buddhist temples that can be found in Northern India and in Nepal. In the end of AD600, the Funan Empire lost much of its power to the kingdom of Chenla. The capital of this new empire, Sambor, was located about 40 miles to the Southeast of Angkor Cambodia. During this time, beautiful sculptures and carvings in sand-stone was popular. In AD750, a king with a reputation of being a war-like person, who was able to expand the Chenla kingdom. However, trade with India stopped, and the Indonesian Empire raised to power.

In AD800, the kingdom of Kambuja was established, and king Jayavarman I took control over the kingdom. He built several capitals near Angkor Wat Cambodia, were responsible for many social changes, and was able to size land to the North and to the East. In AD889, a nephew of Jayavaram became the new emperor, and he was able to bring peace and unity to the Khmer Kingdom. In AD944, Jayavarman V established many Mahayana Buddhist temples near Angkor Cambodia, and moved the court to Yasodharapura, at Angkor Cambodia.

Cultures prospered, and so did the Khmer empire. In AD1000, Suryavarman, a young man who may have come from the Malayan provinces of the empire, ascends the throne of Kambuja. He would become the king of Kambuja for over 50 years. He is responsible for the planning and foundations of the city of Angkor. In AD1051, Udayadityavarman II succeed Suryavarman, and continued to build the city of Angkor, and restored many of the temples. Angkor was now both a sacred temple city and the center of a vast irrigation system.

Massive expansion of the city continued throughout the next 200 years, and ambitious building programs expanded the city. Many temples were built. The temples are spread out over about 40 miles around the village of Siem Reap Cambodia. Temples and similar structures to the temples that can be found in the city of Angkor are common sights in Thailand, Laos, Vietnam and in China. Perhaps the most famous temple, Angkor Wat Cambodia, is a temple dedicated to the Hindu god Vishnu was built during this period.

Angkor Wat in Cambodia is beautiful and mysterious historical sites in the world. However, intense internal warfare for over fifty years has impacted on the people and to an extent on the physical structure of the temples at Angkor Wat Cambodia.

In 1991, the Khmer Rouge, the guerrilla movement, controlled the area. It was then very difficult to visit the area, and the only way to get there was by Helicopter from Phnom Penh Cambodia. I will never forget when I first got out from the Helicopter, and stepped into the land of history, a land which the western civilization had forgotten. In this paper, I would like to discuss the history of the great temples of the "lost city" of Angkor Wat Cambodia, but I would also like to describe some of my own observations from the summer of 1991.

For many years, Angkor Wat Cambodia was totally isolated from the Western World. Large, thick jungles covers the area Angkor Wat located in the center of Cambodia. The French colonialists were the first westerners to get exposed to Angkor. They heard rumors from the local population about "temples built by gods or by giants." Most of the colonialists referred these rumors to folk tales, but some believed that there really was a "lost city of a Cambodian empire", which had once been powerful and wealthy.

The Angkor Wat Cambodia temples were first discovered by French missionaries in 1860. Henri Mahout, a French botanist started intensive research and restoration programs.

These research efforts continued until 1968, when the Vietnam war disrupted the studies. Initially, he did not believe that the temples were built by Cambodians, but by another race which had concurred and occupied Cambodia for over 2000 years ago. His theory would later be proven to be incorrect, after that researchers discovered scripts on the walls of the temples, and stone sculptures, that have made it possible for archeologists to piece together the history of Cambodia. Now it is known that Angkor Wat, was the great capital city of the Khmer empire from the city's founding in about AD 880 until about 1225.
